 History of CTDLC

  • The CTDLC was created in 1996, when Charter Oak State College's President, Merle Harris, invites representatives from all of the higher education institutions in Connecticut - public and private - colleges and universities - Associate and Bachelor as a consortium to "use technology to enhance the quality of learning, increase access to higher education and share academic resources." (initial draft vision).
  • First meeting held in October 1996 with representatives from 31 institutions attending.
  • Alfred P. Sloan Foundation awards the Consortium $30,000 to develop 4 asynchronous courses.
  • The CT Community Colleges donate $35,000 to purchase a server and administrative software.
  • Host first Learning Management System: WebMentor.
  • Ed Klonoski hired and begins to coordinate the work of the CTDLC.

  • Charter Oak State College, Manchester Community College, Naugatuck Valley Community College, and University of Hartford begin to develop one course each under the Sloan grant.
  • Twenty institutions formally join the Consortium and pay an annual membership fee.
  • The Board for State Academic Awards (BSAA) officially establishes the Connecticut Distance Learning Consortium (CTDLC) as a separate entity governed by the BSAA, approves the position of a Director to manage the organization, and creates an organizational structure made up of an executive committee and a membership committee.
  • Ed Klonoski appointed the first Executive Director.
  • First Online Teaching and Learning Conference held at Housatonic Community College.
  • United Technologies awards $10,000 grant to Charter Oak State College and the CTDLC to develop an online catalogue to include the distance learning courses offered by all members.
  • Second Annual Conference on Online Learning held at Naugatuck Valley Community-Technical College.
  • State legislature provides $100,000 to the CTDLC. Money is given out in grants to members to develop undergraduate distance learning courses.
  • Selected to participate in the federal Department of Education Financial Aid Demonstration Project -CTDLC's first collaboration across two and four year, public and private institutions.
  • Third Online Teaching and Learning Conference held at Manchester Community College.
  • CT State Legislature provides budget surplus monies for online course and program development. Nine institutions receive program development monies to develop 10 online programs.
  • Receive $360,000 grant from the Davis Educational Foundation to support online student services. Grant leads to the development of the eTutoring Collaboration.
  • Although not an accredited degree granting institution, voluntarily participate in a NEASC Self-Study and Review.
  • Fourth Online Teaching and Learning Conference held at the Radisson Hotel Cromwell.
  • The Instructional Design department puts the first courses online for Holy Apostles College and Seminary.
  • Host Blackboard as a shared Learning Management System.
  • 17 of CT's institutions use CTDLC's hosting services.
  • CT State Legislature provides additional monies to support the development of online courses. The monies are granted to six institutions to develop six online programs.
  • Receive Federal Program Improvement Project Grant to create the Adult Virtual High School.
  • Receive first Fund for the Improvement of Post-Secondary Education grant to create an ePortfolio platform, grow eTutoring, and research students technical skills.
  • Create data base for the Vocational-Technical Schools to allow teachers to upload Learning Units attached to outcomes.
  • Negotiate a cost-savings contract for the three CT Public Systems (Community Colleges, State Universities, and UConn) to buy WebCT as a common Learning Management System.
  • Provide hosting and technical support of WebCT for the Community College system.
  • Integrate SCT Banner and the Student Information System (SIS) of the 12 Connecticut Community Colleges with WebCT.
  • Pilot first version of ePortfolio.
  • Fifth Online Teaching and Learning Conference and Davis Faculty Institute held at University of Hartford.
  • Pilot year of the Adult Virtual High School.
  • First ePortfolio Conference held at Fairfield University.
  • Instructional Design department puts first courses online for CT Department of Public Health.
  • First student workers hired for technical support desk.
  • Web developers design and launch CTDLC's eTutoring platform.
  • Second Annual ePortfolio Conference held at Capitol Community College.
  • Receive $399,000 grant from the Davis Educational Foundation to promote the implementation of ePortfolios for Assessment, Advising, and Career Development.
  • Receive $30,000 from the Alfred P. Sloan Foundation to continue research on Technology Literacy.
  • eTutoring adds first collaborators outside CT -- Assumption College, MA and the Community College of VT.
  • Instructional Design Department begins work with CT state agencies by putting State Police In-Service Training online.
  • Instructional Design Department begins work with American Academy McAllister Institute of Funeral Service with the goal of putting their entire degree program online.
  • CT Adult Virtual High School expands to a statewide program.
  • Technical Support Portal goes live.
  • Third Annual ePortfolio Conference held at Three Rivers Community College.
  • eTutoring expands to members of Massachusetts Colleges Online and the platform is chosen as a standalone software for individual institutions' tutoring program.
  • Fourth Annual ePortfolio Conference held at University of Bridgeport.
  • Begin to support Angel, CTDLC's fourth Learning Management System, and complete the hosting agreement with St. Vincent's College.
  • Begin the Appreciative Inquiry Process with consultants and volunteers from CTDLC membership, and begin to interview a large number of our members and clients.
  • The CT State Legislature appropriates $850,000 to launch CT Virtual Learning to provide online high school courses to CT's schools with an emphasis on credit recovery, AP, and World Languages.
  • WCET's WOW (WCET Outstanding Work) award presented to CTDLC's eTutoring program at its November national conference.
  • CT Virtual Learning launched and offers 21 courses.
  • Fifth Annual ePortfolio Conference held at Eastern Connecticut State College.
  • Second eTutoring collaboration launched in the Northwest and administered by Washington State University.
  • Diane Goldsmith appointed the second Executive Director of the CTDLC.
  • Eighty members attend the Appreciative Inquiry Summit to help shape CTDLC's strategic plan for the next 5 years.
  • Free public beta test of Moodle launched; CTDLC's fifth learning management system.
  • First Presidents' Breakfast held with Carol Valone from WIMBA as the speaker.
  • Receive a one year $75,000 grant from the Davis Educational Foundation to create supplementary multi-media materials for English composition classes and eTutoring.
  • Co-sponsor E-Learning 2.0: The Next Generation of Online Education Conference with the School of Continuing Education at UConn.
  • Web developers begin work on a portal as part of the federally funded Connecticut STEM Careers Partnership.
  • The Instructional Design team completes a new Online Orientation course for the American Academy McAllister Institute (AAMI) which includes 16 multimedia-based topics that incorporate a 3-D animated talking avatar in each topic.
  • Launch dedicated K-12 Blackboard instance.
  • Launch new Technical Support system (Kayako eSupport) to improve capabilities and customer service.s
  • Receive three year $525,000 Fund for the Improvement of Post Secondary Education Grant to develop online Adult Success Center.
  • Third eTutoring collaboration formed in Ohio and is administered by the Ohio Learning Network.
  • CTDLC members begin a Quality Matters Consortium to provide research based rubrics on best practices in developing online courses and a system for peer review of courses.
  • CTDLC joins the State Virtual School Alliance.
  • The CTDLC launches its new website designed as a marketing tool and highlighting CTDLC's services.
  • A new version of eTutoring's platform is created to streamline facilitation of synchronous and asynchronous meetings.
  • The CTDLC's 3rd Annual Presidents' Breakfast hosted at Central CT State University.
  • The CTDLC, in partnership with the CT Department of Correction (DOC), launches first online course inside a CT Correctional Facility.
  • The Davis Educational Foundation funds two four-year institutions, Central CT State University and the University of Hartford, to participate in the Adult Success Center for the next two years.
  • CT Virtual Learning launches new Credit Recovery program.
  • The CTDLC creates network with 12 CT institutions to work with WCET concerning state authorization issues.
  • The CTDLC signed a multi-agency 5 year contract that allows us to provide services for the Connect-Ability program. Connect-Ability is designed to support individuals with disabilities and aid them in the quest for gainful employment.
  • Launch of iTeach Essentials faculty training course (originally created by CT Community Colleges)
  • Kevin Corcoran appointed the third Executive Director of the CTDLC.
  • Forth eTutoring collaboration formed in British Columbia and is administered by BCcampus.
  • Ohio expands use of eTutoring state-wide.
  • Creation & co-sponsor of New England/New York Blackboard Users Group.
  • Launch of Student Financial Aid Call Center.
  • CTDLC supported the Secretary of the State’s Connecticut Election Project. This webinar series provided Election History from varying perspectives to Connecticut’s educators.
  • e-Volution Teacher & Learning Conference at Quinnipiac University.
  • Re-launch of CT Adult Virtual High School platform.
  • New England OER Summit.
  • Executive Director named to WCET Steering Committee.
  • CTDLC partners with Fairfield University to hold E3 Conference exploring the use of educational technology in higher education.
  • CTDLC is awarded funding to build CT Education Academy.
  • eTutoring welcomes eCampus Alberta, our second Canadian Consortium.
  • Connect-ability project adds Spanish and American Sign Language translations of online learning modules.
  • CT Adult Virtual High School adds Media Literacy and a new Student Success course as well as a new GED Preparatory course aligned to the 2014 GED test.
  • CTDLC leads the formation of the Northeast OER Consortium.
  • CTDLC kicks off the first statewide CT Education Academy course.
  • CTLDC provides support for the new Connecticut “Go Back to Get Ahead” program.
  • CT Adult Virtual High School adds Art Appreciation and a Mentor training to its catalog of online courses.
  • Special Act 15-18 was signed into law on July 2, 2015. CTDLC testified on behalf of this act that supports the use of Open Source Textbooks in Higher Education.
  • CTDCL Executive Director Kevin Corcoran is appointed to the task force to Student Best Practices for Open Educational Resources by the Governor and Connecticut General Assembly.
