What is financial aid?
Financial aid is the monetary assistance provided to students to pursue their academic goals.

What is the basis by which aid is determined?
Financial assistance is provided to students based on "need." Need is defined as the difference between the cost of attendance and the student's and/or family's ability to pay.

How can I determine if I meet the application criteria for financial aid?
You meet the application criteria if you meet one of the criteria of a demonstration student listed in "Who Is a Demonstration Student."

Who is a Demonstration Student?

  • A student who is enrolled in a distance education degree or certificate program.
  • A student who is enrolled with 50% or more of his/her coursework delivered at a distance in a given semester.
  • A student who is using a consortium course as part of his/her certificate or degree program.

What is the Demonstration Program?
The CTDLC has been selected as a Distance Education Demonstration Program Recipient under the 1998 amendment to the 1998 Higher Education Reauthorization Act. This program added the flexibility to provide Title IV student aid to distance education students.

What is the primary goal of the Demonstration Project?
To open enrollment in distant offerings to new audiences, most importantly to underserved populations, and to enhance access to distance offerings through the extension of Financial Aid to distance learners.

Can I receive financial aid?
Yes, you can. If you meet any one of the following criteria:

  • If you are enrolled in a program that is entirely at a distance.
  • If 50% or more of your coursework is delivered at a distance in a given semester.
  • If you are using a consortium course as part of your degree program.


If you meet any of the items listed above, you may be eligible to receive financial aid if you are determined to have financial need.

If I am a distance education student, how can apply for aid?

  • You must be matriculated at a CTDLC member institution.
  • You must complete the Free Application for Federal Student Aid (FAFSA).
  • You must contact the "Home Institution" (the school in which the student is a degree or certificate candidate) to find out what document you need to submit in order to complete your financial aid file.
  • You must complete a Contractual/Consortium Agreement Form, if you would like to be considered for aid for courses at a "Host Institution," (the school the where the student is enrolled or plans to enroll in a Distance Learning course(s)/ on-site courses.

What does it mean to matriculate?
When you enroll in a school and begin to pursue one of its degree or certificate programs, you have matriculated. This institution will grant you your degree or certificate.

What is the Connecticut Distance Learning Consortium (CTDLC)?
The CTDLC is a collaborative effort by 30 Connecticut institutions of higher learning to deliver high quality, web-based education. In addition, 24 of the thirty members are participants in the Demonstration Program.

Can I get Financial Aid for Credit-Free programs.
In general Credit-Free programs and courses are not eligible for most state and federal financial aid. You may want to contact the institution that is offering the course directly, to see if the course or program is being offered under any special grant programs for which you might be eligible.
