The CTDLC is pleased to announce the 2014 Diane J. Goldsmith Excellence in eTutoring Award winners.
The Diane J. Goldsmith awards provide the eTutoring community with an opportunity to recognize outstanding Tutors, Administrators and Professionals who have had a significant impact on the development and/or the delivery of online tutoring services across the entire eTutoring community.
2014 Outstanding Administrator goes to Karen Boyd the Director of the Ohio eTutoring Consortium run by the Ohio Board of Regents. Ohio's Press Release.
Here is an excerpt from Karen's nomination:
Under Karen's leadership, the number of participating schools more than doubled. When the administration changed in Columbus in 2011, Karen was able to demonstrate to the incoming Chancellor of Education how very valuable eTutoring was for Ohio's students, and now he is an enthusiastic supporter. In fact, the state is now subsidizing the cost of the platform for participating schools, which has made it easier for smaller schools with limited budgets to participate. While encouraging this large-scale expansion of eTutoring in Ohio, Karen also supports individual schools in their efforts to expand eTutoring use on campus.
2014 Outstanding Tutor Award goes to Yvonne Lee from Aultman College of Nursing and Health Sciences in Canton, Ohio.

Yvonne is a very conscientious and caring tutor. She goes the extra mile with students to make sure they find the resources they need. Yvonne is a great team player and always willing to help students and co-workers. Yvonne is highly revered by students and faculty as a reliable, trustworthy resource to aid in writing across the curriculum. Yvonne is always eager to assist with any task in the LRC and is always ready for a challenge.

The Academy will offer a more flexible approach to state workforce training – offering online courses to supplement in-person, on ground instruction through DAS, and will address multiple State of Connecticut priorities including increasing employee efficiency and productivity.
Kevin Corcoran, Executive Director, Connecticut Distance Learning Consortium said, "By leveraging our existing IT technology and academic content, we will be able to provide significant savings to the state while providing a 21st century delivery vehicle for future training opportunities."
"Charter Oak plays a critical role in Connecticut's higher education landscape and workforce development," said Dr. Gregory Gray, President of the Board of Regents for Higher Education. "This partnership is an excellent way for the state to tap into Charter Oak's considerable resources and really use Connecticut's system of higher education to benefit the state as a whole."
Ed Klonoski, President of Charter Oak State College said, "Charter Oak currently provides online incumbent worker training to a number of businesses nationally. Educating adults is our specialty and we are excited to be leveraging that experience for our own state workforce."
Klonoski predicts that some training can be evaluated for college credit. "We expect that certain types of training will qualify for college credit through our Connecticut Credit Assessment Program (CCAP) making it a win-win for both the state and the individual employee."
The CT Education Academy will begin work to offer online training in Diversity, Workplace Violence, and Sexual Harassment which are required for all State employees. Other courses and programs will be
developed over the five year initiative. A master administrative system will be implemented that willtrack, record and report required and completed training of employees. In addition to providing a cost-effective and robust training platform, the CT Education Academy leverages many of the distance learning technologies currently found at the CTDLC and Charter Oak State College, Connecticut's public online college.
Martin W. Anderson, Deputy Commissioner, Department of Administrative Services said, "The CT Education Academy will be a strong addition to the statewide network of initiatives already launched in support of technology innovation in our state, yet it will be differentiated because its major objective is to maximize training for state employees."
The CT Education Academy with its existing multi-agency partnerships will continue to solicit state agency partners in order to provide cost effective online, asynchronous training courses/programs to meet the individualized needs of each agency and state employee. These initiatives, which provide required employee training, micro skills training, and broad skills training will effectively "right size" training across the large number of state agencies and their employees to improve the quantity and quality of service to CT citizens.
This money was awarded through a competitive process which evaluated innovation, cost savings, effectiveness and project reach, and ties directly to Governor Malloy's priorities for innovation in state government. Anderson said, "We built the system to provide economical and robust access to the training that exists today but additionally, this new system builds a framework which allows new training to be authored and disseminated to agencies using the same engine."
Work on the CT Education Academy project will begin immediately with launch planned for Fall of 2014.
DAS was established in 1977 as the single agency in charge of providing administrative services to other state agencies. DAS's services enable the state to save money by taking advantage of economies of scale and streamlining services and processes. DAS has statutory authority in the areas of personnel recruitment; workforce development; workforce planning; fleet operations; state workers' compensation administration; procurement of goods and services; collection of monies due the state; surplus property distribution; contractor prequalification and supplier diversity; federal food distribution; consolidated human resources, payroll, fiscal and equal employment opportunity services for several smaller state agencies; printing, mail and courier services for state government; information technology services; the state building and fire codes; school construction financing; design and construction of state facilities; and state facilities leasing and management.
Established in 1998 under the Board for State Academic Awards, the Connecticut Distance Learning Consortium (www.ctdlc.org) is a division of Charter Oak State College and a member of the Connecticut Board of Regents of Higher Education. By using collaborations, partnerships, and shared staffing and infrastructure, CTDLC is able to provide high quality services at a significant cost savings in the areas of learning systems support, online tutoring, instructional design, web development, and call center services.
Founded in 1973, Charter Oak State College (www.CharterOak.edu) is Connecticut's only public online college, offering associate and bachelor's degree completion programs in high-demand fields including Health Information Management, Health Care Administration, Business, Public Safety and Information Systems. Charter Oak students complete degrees through online courses and alternative approaches to earning credit. Charter Oak is accredited by the New England Association of Schools and Colleges and governed by Connecticut's Board of Regents for Higher Education. New Survey Finds Higher Education Institutions Are Adopting Standards to Promote Online Education Quality
The 2013 Managing Online Education Survey by WCET, Reveals 85% of Responding Institutions have Implemented some form of "standards" or "best practices" in online courses.
Boulder, CO – WCET (the WICHE Cooperative for Educational Technologies) in partnership with BCcampus, Connecticut Distance Learning Consortium, and eCampusAlberta, announce the release of the 2013 Managing Online Education Survey Results focused on the practices that promote quality in line education.
Key findings include:
• Institutions are Adopting Standards. More than 85 percent of responding institutions have implemented some form of "standards" or "best practices" in their online courses.
• Course Completion Rates Averaged 3-5 Percent Better for On-Campus Over Online Courses. When looking at all responses, the difference in course completion rates was three percent in favor of on-campus courses. When looking only at institutions that provided both on-campus and online completion rates, the difference was 5 percent. Online-only institutions reported completion rates that were well above average for either online or on-campus courses.
• Institutions Don't Know Their Course Completion Rates. Institutions had trouble providing course completion rates for both online and on-campus courses. Sixty-five percent were not able to provide an on-campus rate and 55 percent did not report an online rate.
• Institutions are Providing Support Services at a Distance. The vast majority of institutions offer library services and advising to online students. Fewer, but still a majority, offer tutoring services. The survey revealed a need for improvement in providing technical support and accessibility for students with disabilities.
"Institutions are actively adopting standards or best practices which support the development and teaching of quality online courses. Institutions are applying lessons learned from other online providers to improve the student experience," said Russell Poulin, deputy director for research & analysis for WCET. "There is still room for improvement. Many institutions could not report their course completion rates – either online or on-campus – which signals that this is an area in which institutions should focus, as it is difficult, if not impossible, to improve what is not measured."
The 2013 Managing Online Education Survey marks a new direction and new partnerships for this survey. Where previous surveys were lengthy and covered a large number of issues in distance education; the new Survey focuses on a theme, with a limited number of questions. Valuable support and assistance for this survey were provided by BCcampus, the Connecticut Distance Learning Consortium, and eCampusAlberta. Each of these consortia have been active in WCET's e-Learning Consortia Common Interest Group and have provided necessary insight into survey design, implementation and interpretation of the results.
"As two of Canada's leading e-learning consortia, BCcampus and eCampusAlberta appreciate our partnership with WCET on the Managing Online Education survey," said Tricia Donovan, Executive Director, eCampusAlberta. "As demand for online learning grows, it is important to capture how postsecondary institutions are managing their efforts. We are particularly keen to develop further understanding of this work in Canada."

In this Frontiers blog, we welcome back the 2007 WCET Outstanding Work (WOW) Award winning eTutoring program from the Connecticut Distance Learning Consortium. A long running program by any standards, this WOW Award winner has continued to grow and improve over the past six years. Speaking of WOW Awards, don't forget to nominate your or a colleague's outstanding work in applying an innovative, technology-based solution to a challenging educational need. When the Connecticut Distance Learning Consortium was created back in 1998, it's doubtful our founders imagined we would someday be providers of online tutoring to over 130 institutions of higher education across North America. But that's exactly where we find ourselves today.
The Origins of the eTutoring Collaborative Idea
As a membership organization, created by our state's legislature to help Connecticut's colleges and universities develop and deliver high quality online courses to its students, the notion of collaboration between and among colleges and universities was at the core of our efforts from the start. In the process of one of these projects, the eTutoring program and platform emerged. Diane Goldsmith, Director of Learning, Assessment and Online Education at the University of Rhode Island, and Executive Director Emerita of CTDLC, tells the story:
"It was 2000 and the colleges and universities in Connecticut were beginning to offer online classes, however, no one was thinking about how to provide academic support to those students. I was new to CTDLC, but thought that a collaboration might provide an answer even though I didn't really know how. So I wrote a grant with 7 institutions and we were funded to build collaborative online student support services, despite having no real idea how to do that in a state where each institution saw itself as its own universe. We began to focus on tutoring and listened to myriads of concerns, from a blanket, "you can't tutor online," to the specific, "all our tutors have to be familiar with the textbook for each class." Then one day, a Distance Learning Director said, "But if my institution provides a writing tutor and yours a math tutor, we can cover more subjects, serve more students, and provide more tutoring hours than if we each go it alone."
